Choosing where to stay in Kyoto can make a bigger difference than choosing a particular hotel. Kyoto’s major sights are spread across different neighborhoods, so the best area depends on whether you value easy train connections, restaurants and evenings, traditional atmosphere, or a quieter stay.

Kyoto Station: best for transport and day trips
Kyoto Station is the practical choice for travelers who expect to use JR frequently, arrive with larger luggage, or take day trips to places such as Nara and Osaka. You trade some old-Kyoto atmosphere for simpler arrivals, departures and intercity connections.
Choose it if: this is a short first trip, you have several rail day trips, or minimizing luggage transfers matters. Think twice if: your ideal Kyoto evening means stepping directly into historic streets and traditional dining areas.
Downtown Kyoto: best all-around base
The Shijo–Kawaramachi and central downtown area offers a useful balance of dining, shopping and access to different parts of the city. Kyoto’s official tourism organization notes that Shijo–Kawaramachi gives easy walking access toward Gion, Yasaka Shrine and Nishiki Market and has a broad range of lodging.
Choose it if: you want restaurants and evening activity close to the hotel without giving up reasonable sightseeing access.
Gion and Higashiyama: best for atmosphere
Gion and Higashiyama put travelers close to some of the streets, temples and traditional surroundings most associated with Kyoto. The official Kyoto tourism guide highlights the area for its Kyoto-like atmosphere, historic sights, traditional restaurants, ryokan and higher-end hotels.
The trade-off is transport: depending on the exact property, reaching Kyoto Station or attractions on the other side of the city can require more walking, buses or transfers. Check the actual property location rather than assuming every hotel using “Gion” or “Higashiyama” in its name is equally convenient.
Arashiyama: stay here deliberately
Arashiyama can be rewarding when the bamboo grove, riverside scenery, temples and western Kyoto are major priorities. Staying overnight can also let you experience the area outside the busiest daytime period. For a short first-time trip centered on sights across Kyoto, however, the extra travel can outweigh the atmosphere.

Important: Kyoto accommodation tax
Kyoto City revised its accommodation tax from March 1, 2026. The tax is charged per person per night according to the accommodation price: ¥200 below ¥6,000; ¥400 from ¥6,000 to below ¥20,000; ¥1,000 from ¥20,000 to below ¥50,000; ¥4,000 from ¥50,000 to below ¥100,000; and ¥10,000 at ¥100,000 or more. The city defines the accommodation price for this purpose separately from items such as meals and consumption tax. Check how your booking platform or property handles collection so the final cost does not surprise you.

- Check walking time to the station, subway stop or bus connection you will actually use.
- Compare the final price, not only the headline nightly rate.
- Check room size and bed configuration carefully, especially for families or large luggage.
- Look at your evening plans: a cheap room can become inconvenient if every night ends with a long cross-city return.
- If a specific neighborhood matters, book earlier during high-demand seasons and major events.
